ECCE Higher Capitation Rate – Information for Providers

Please note providers who run a full day care and sessional service and may be applying or in receipt currently of the higher capitation rate that one of the conditions for higher capitation is that it is available exclusively to sessional services. The sessional service may be co-located with a full day care service but must be notifed as a sessional service to the HSE. However if full day care children, whether on the 38 or 50 week models, are attending the sessional service, the higher capitation cannot apply.

ECCE Update: Transfers

The OMYCA have provided the following information with regard to children transferring between ECCE services:

  • When a child leaves a service Part A of the transfer form must be completed and returned to Nuala Coleman in Childcare Directorate.
  • If a child has not attended a service for a minimum of 2 weeks and the service has not been able to contact the parents for a reason of non attendance (e.g. child not sick just not in attendance) and is still not in attendance please complete the transfer form (Part A) and return to Nuala Coleman by Friday 11th March 2011 so that the last term’s payment may be adjusted accordingly.  This should also apply for those children who left before the January term but where providers were unaware how to inform the OMCYA.
  • The date the provider was informed of the departure or where they were not notified, the date they were aware that the child was no longer attending (e.g. through not being able to make contact with the parent as to the absence of the child) should be inserted on Part A of the transfer form under the date of the child not attending the service.
  • These notifications are required to avoid overpayments issuing to providers before the April term payment – the last for those on the 38 week model.
  • If a provider has already informed the OMCYA of the departure of a child either by letter or by the completion of a transfer form previously they do not need to contact them again.
